SOSTEGNO EUROPEO ALLA CAMPAGNA DI ATTAC FRANCIA PER IL NO

Dichiarazione di Oslo, 15 maggio 2005

I rappresentanti degli Attac d'Europa riuniti a Oslo (Havtunet) il 15
maggio 2005 rinnovano il loro sostegno ad Attac Francia nella sua attiva
campagna per il NO al referendum di ratifica della Costituzione Europea.
E continueranno a dimostrarlo, intensificando particolarmente la loro
partecipazione solidale alle squadre dei "Volontari europei degli Attac
per il NO".

Molti Paesi europei sono stati privati di consultazioni democratica su
un progetto che riguarda il loro futuro per diversi decenni . Oggi è
dalla Francia che è possibile avviare il necessario e salutare dibattito
pubblico sulla natura del progetto di società che vogliamo per l'Europa.

Qualunque sarà il risultato del referendum del 29 maggio, è già fin
d'ora acquisito che proseguirà in condizioni che hanno già sconvolto i
piani iniziali della "Convenzione sul futuro dell'Europa" e dei
dirigenti europei. Il problema se l'Europa deve essere abbandonata al
neoliberismo è posto ormai al centro del dibattito pubblico

Il progetto europeo è finalmente messo radicalmente in discussione e
continuerà ad esserlo, in particolare nei paesi dove si terranno i
referendum di ratifica (Olanda, Lussemburgo, Portogallo, Polonia, forse
in Irlanda) e nel 2006 (Gran Bretagna, Repubblica Ceca). Gli Attac
d'Europa si mobiliteranno con forza.

Il dibattito si sta sviluppando anche in Germania, malgrado l'assenza di
un referendum. Le iniziative pubbliche organizzate per il NO da Attac
Germania il 12 maggio, in occasione della ratifica della Costituzione da
parte del Bundestag, ne sono state una brillante dimostrazione

Il NO sostenuto da Attac è un NO altermondialista : un NO autenticamente
europeo e internazionalista per una Europa solidale, sociale, pacifica,
democratica.

Viviamo un momento storico : il NO all'attuale Trattato per una
Costituzione Europea permetterebbe una vera rifondazione del progetto
europeo.

Essa potrà realizzarsi solo con la mobilitazione attiva dei movimenti
sociali e dei cittadini d'Europa. La rete degli Attac d'Europa dimostra
che una vera cooperazione europea, fondata sui valori di solidarietà è
in cammino e promuove la costruzione di un'altra Europa agli antipodi di
quelle chi ci è proposta oggi.

Subito dopo il 29 maggio gli Attac d'Europa analizzeranno il seguito da
dare alle loro iniziative comuni per far fallire questa Costituzione che
mette l'Europa in trappola.

SOUTIEN EUROPÉEN A LA CAMPAGNE D'ATTAC FRANCE POUR LE NON

Déclaration d'Oslo

Les représentants des Attac d'Europe réunis à Oslo (Havtunet) le 15 mai
2005 renouvellent leur soutien à Attac France dans son active campagne
pour le « Non » au projet de « Constitution » européenne. Ils
continueront de le démontrer, notamment en intensifiant leur
participation solidaire aux équipes des « Volontaires européens des
Attac pour le Non ».

Beaucoup de pays européens sont privés de consultation démocratique sur
un projet qui concerne pourtant leur avenir pour plusieurs décennies.
C'est aujourd'hui, en France, qu'il est possible d'ouvrir le nécessaire
et salutaire débat public sur la nature du projet de société que nous
voulons pour l'Europe. Quel que soit le résultat du referendum du 29
mai, il est d'ores et déjà acquis qu'il se poursuivra dans des
conditions qui ont déjà bousculé les plans initiaux de la « Convention
sur l'avenir de l'Europe » et des responsables européens. La question de
savoir si l'Europe doit être abandonnée au néolibéralisme se situe
désormais au c¦ur du débat public.. Le projet européen est enfin discuté
au fond et continuera à l'être, notamment dans les pays où des
référendums de ratification se dérouleront cette année (Pays-Bas,
Luxembourg, Portugal, Danemark, Pologne peut-être Irlande) et en 2006 (
Royaume-Uni, République tchèque). Les Attac d'Europe s'y mobiliseront
avec force.

Le débat se développe également en Allemagne, malgré l'absence d'un
référendum. Les initiatives publiques organisées pour le « Non » par
Attac Allemagne le 12 mai, lors de la ratification de la « Constitution
» par le Bundestag, en ont apporté une brillante illustration.

Le « Non » défendu par Attac est un « Non » altermondialiste : un « Non
» authentiquement européen et internationaliste pour une Europe
solidaire, sociale, pacifique, et démocratique.

Nous vivons un moment historique : un « Non » à l'actuel « traité
établissant une Constitution pour l'Europe » permettrait une véritable
refondation du projet européen. Celle-ci ne pourra se faire qu'avec la
mobilisation active des mouvements sociaux et citoyens d'Europe. Le
réseau des Attac d'Europe démontre qu'une véritable coopération
européenne, fondée sur des valeurs de solidarité, est en marche. Il
participe à la construction d'une autre Europe aux antipodes de celle
qui nous est proposée aujourd'hui.

Immédiatement après le 29 mai, les Attac analyseront les suites à donner
à leurs actions conjointes pour mettre en échec cette « Constitution »
qui piège l'Europe.

European Support in favour of Attac France's campaign for a "NO vote"

The representatives at the Attac groups' meeting in Oslo (Havtunet) on
May 15th reassert their support to Attac France for its active campaign
in favour of a NO vote to the proposed European "constitution".

They will continue to show their solidarity by increasing their
participation in the European Attac teams of volunteer activists for a
NO vote

Many European countries have been deprived of a democratic consultation
on the "constitution" project, although it binds their future for
several decades to come.

Today, in France in particular, with the referendum on May 29th, it has
been possible to open a profitable and much-needed debate on the type of
future society we want for Europe.

Whatever the outcome of the referendum on May 29th, it has already been
established that the debate will be pursued under circumstances that
have disrupted those initially planned by European political leaders and
by the Convention on the future of Europe. Whether Europe should be
submitted to a neoliberal order or not is now at the heart of all public
debates in Europe. The core of the policies of the European Constitution
Treaty is finally being debated and this will continue in all countries
where upcoming ratification referendums are to take place this year (The
Netherlands, Luxemburg, Portugal, Denmark, Poland, and maybe Ireland,
and in 2006 the United Kingdom and the Czech Republic). European Attac
groups will not fail to mobilise and take part in strength. In this
respect, the lack of a referendum has not deterred Attac Germany from
displaying on may 12th the day when the Bundestag ratified the
Constitution a series of highlighed public initiatives.

Attac France's campaign for a NO vote to the proposed "constitution"
treaty is altermondialist. It represents a true and genuine
internationalist European opposition in favour of another Europe which
chooses to go down a radically different road founded on social rights,
democracy, peace and solidarity.

This is history in the making. A NO vote to the proposed European
"constitution" treaty would favour a step towards laying the foundations
of a new norm for Europe. This can only be made possible with the rally
and convergence of social and citizens' movements in Europe. The network
of European Attac groups has proven that an authentic European
cooperation based on values of solidarity is on the move. It partakes in
the building of another Europe, light years away from the current
proposed project.

Immediately after May 29th, the European Attac groups will analyse and
decide upon alternatives and joint actions to defeat the hi-jacking of
Europe by this "constitution".
