UNITED NATIONS, Feb.17 (Xinhua) -- China opposes armed intervention 
or forcing a so-called "regime change" in Syria, China's Deputy 
Permanent Representative to the United Nations (UN) Wang Min said 
Thursday.

The UN General Assembly on Thursday adopted a resolution supporting 
the political transition in Syria, which has been plagued by an 11-
month-long political crisis, and calls for the appointment of a UN 
special envoy to the Middle East country.

The draft resolution, which was drawn up by Saudi Arabia and 
introduced to the General Assembly by Egypt, was adopted with a vote 
of 137-12 with 17 abstentions.

It is similar to the draft vetoed at the UN Security Council on Feb. 
4 by Russia and China, two permanent members of the 15-nation 
Security Council. The vetoed draft asked Syrian President Bashar al-
Assad to hand over power to his deputy.

"We condemn all acts of violence against innocent civilians and urge 
the government and all political factions of Syria to immediately 
and fully end all acts of violence, and quickly restore stability 
and the normal social order," Wang said in explanatory remarks after 
casting a negative vote on the draft resolution.

China calls on the Syrian government to seriously heed the people's 
legitimate desire for reform and development, and calls on the 
various political factions to express their political aspirations 
peacefully and under the rule of law, Wang said.

"We urge all parties concerned in Syria to immediately launch 
inclusive political dialogue with no preconditions and jointly 
discuss a comprehensive political reform plan and mechanism," he 
said.

Massive Farewell to Islamic Priest Killed in Syria

Damascus, Feb 17 (Prensa Latina) The Syrians are now praying on this
Friday dedicated to meditation and prayers for the soul of Sheikh
Mohammad Sadeq Ahmed Ouf, relevant Islamic priest shot dead with
impunity by a terrorist armed gang in Damascus Countryside.

 A mass popular rally gathered to condemn the murder and pay last
respect to the spiritual guide of 36 years, whose coffin was carried 
on shoulders through al-Middan streets of al-Midan, Damascus district,
where mosque Anas bin Malek is located, which he presided over.

Sadeq had a PhD in the Sharia (Islamic law) and was a popular figure
of rising career within the hierarchy of Islam in Syria.

He preached religious harmony and national unity as strengths of the
people and strongly condemned terrorist violence, that's why they
killed him, according to the general opinion.

The spiritual leader returned to Damascus from a business trip when 
an armed group intercepted the car in the area of Qadam Assali, al-
Bweideh district in the province of Damascus Countryside, and shot him dead.

 Western powers are privileged to interpret interests and ethics at 
their own will due to their obvious dominance of public opinion. 
They label the 12 countries who voted differently to them at the UN 
as being "unethical." China should never be fooled by this 
hypocrisy. 

 The US and Israel were the only two nations that were against a 
draft resolution on Cuba at the UN Assembly in November. The US 
appeared to be more isolated than the current 12 nations.

 We are a peace-loving nation, which has not been involved in any 
military conflict for more than two decades. In sharp contrast, 
countries such as the US and Britain have engaged in numerous wars 
during the same period. Now, they think to lecture us on justice. 
Surely, they cannot ignore the irony.

 ====

 China voted against a draft resolution on Syria at the UN General 
Assembly Thursday, days after it vetoed a UN Security Council draft 
resolution pressing for regime change in Damascus.

 The country's courage to truly express itself and to calmly stand 
its ground is worthy of merit. Some Western media ridiculed certain 
nations, including China and Russia, for these choices. The 
trajectory of China's influence on world politics is rising. The 
West should be advised to reduce its expectations on abstention 
votes by China. Like it or not, China's stance must be taken into 
more serious consideration.

 Politics serve to secure national interests on the global stage. 
Western powers are privileged to interpret interests and ethics at 
their own will due to their obvious dominance of public opinion. 
They label the 12 countries who voted differently to them at the UN 
as being "unethical." China should never be fooled by this 
hypocrisy.

 The US and Israel were the only two nations that were against a

acted against public global opinion despite its monopoly of the 
world's richest resources and leverage in directing the world's

 China must act confidently and proactively in implementing its 
diplomatic strategy. China's vote, representing one-fifth of the 
entire world population, deserves its due respect.

 It is wrong to blindly come down on the side of the West in each 
vote. Calls for China to vote in along with "universal values" can 
frequently be heard online. But that is a mere reflection of diverse 
and vibrant public voices.

 Western values that contradict China's rise would eventually 
infiltrate global affairs and consequently seek to weaken China in 
various ways. As China rises, so will the pressure it faces. China 
appears to be an easy target for some Western media.

 A lack of confidence is the root cause for the unease of some 
Chinese when faced with Western accusations. Confidence comes from 
looking at facts from a historical perspective.

 We have to halt the stereotyped view of China, which is a player 
more willing to make concessions to avoid trouble. They should be 
advised to look at China as a country that does not bring 
unnecessary trouble, but also never shuns away from dealing with 
trouble head-on.

 Do Syria and UN fates go hand in hand?

 Russian diplomats have more than once brought the world´s attention 
to the fact that the UN Charter hinges on the principle of non-
intervention. In his interview with Foreign Affairs magazine, 
William Luers, former president of the UN Association of the United 
States, upheld this point, saying that this US and Arab-backed 
Syrian initiative "is not a principle of the charter; it's an 
interpretation of the charter made by Kofi Annan"...

 On Thursday, the UN General Assembly adopted by a majority vote a 
resolution on Syria drafted by Egypt with contribution from the US, 
France and Great Britain. Russia, China and 27 other member states 
voted against or abstained. Although having no binding force, this 
document may set a precedent allowing for interventions in the 
domestic affairs of other countries under the UN aegis.

 The vote took place on the anniversary of the first Libyan 
uprisings that had prompted a swift response from the United 
Nations. Within a month, the UN Security Council passed two 
resolutions that were allegedly aimed at protecting the Libyan 
people amid the ongoing civil war. However, the imposed no-fly zone, 
which originally pursued this noble goal, turned out to be 'a foot 
in the door' for the NATO intervention which backed the Libyan 
opposition. An eccentric Libyan strongman, Col. Muammar Gaddafi 
enjoyed little support in the Arab world or in the West. But ever 
since his ouster and the ensuing murder, Libya has been teetering on 
the brink of chaos with regions outside Tripoli quickly falling into 
field commanders´ hands.

 Syria is apparently facing a similar outcome. The country has now 
seen a year of anti-government protests. However, Russia and China - 
for the second time in four months - successfully blocked the Feb.4 
resolution that left loopholes allowing for the Libya scenario in 
Syria.

 Russian Foreign Minister Sergei Lavrov branded the Western reaction 
to the Russian-Chinese veto as being "nearing hysteria."

 ...In the footsteps of her meeting with Turkish Foreign Minister 
Ahmet Davutoglu, US State Secretary Hillary Clinton proposed to 
tighten sanctions on the Syrian government to mobilize public 
opinion in their favour.

 Speaking at the UN assembly, Russia´s representative to the UN 
Vasily Churkin stressed that this draft resolution reflected an 
alarming tendency to isolate the Syrian leadership and impose a 
political regime from outside.

 Russia and China will clearly be taking forward a political 
dialogue between the Assad regime and the opposition. The Feb. 26 
referendum on a new Syrian constitution and the upcoming 
parliamentary elections in May can create new opportunities for 
this. Moscow doesn´t even exclude the possibility of early 
presidential elections, Russia's Deputy Foreign Minister Mikhail 
Bogdanov was reported as saying.

 Still, in its effort to stave off another Libya-styled crisis that 
could trigger a major civil war in this multinational and 
multireligious country, the Kremlin does keep an eye out for more 
long term effects.

 Russian diplomats have more than once brought the world´s attention 
to the fact that the UN Charter hinges on the principle of non-
intervention. In his interview with Foreign Affairs magazine,

States, upheld this point, saying that this US and Arab-backed 
Syrian initiative "is not a principle of the charter; it's an

despite the positive reaction from other countries.

 A similar opinion was expressed by Russian Foreign Minister Sergei 
Lavrov at his Vienna press-conference on Wednesday. It is a problem 
that concerns the larger Middle Eastern and North African region, 
many neighboring countries and the very foundations of the modern 
world. The way the international community will react to this 
conflict will affect international relations and our commitment to 
the fundamental principles of the UN Charter, he said.

 The American aircraft carrier USS Abraham Lincoln passed through 
the Strait of Hormuz on Tuesday, joining another US battle group 
already  positioned in the region headed by the aircraft carrier USS 
Carl  Vinson. Yet another aircraft carrier, the USS Enterprise, is 
expeted  to join the strike force in March.

 The buildup of the US and its allies´ military presence has "turned  
the Gulf into a weapons depot," Iran's Defense Minister Ahmad Vahidi 
said on Tuesday.

 Pakistan has pledged to support Iran if the US launches a military 
attack against the Islamic Republic. The Pakistani president assured 
the Iranian leader that his country´s territory will not be used as 
a launch pad for such an assault.

 Should the United Stated decide to attack Iran, Pakistan will not 
support the move and will not allow the US to use its local airbases 
for military operations, the Pakistani leader Asif Ali Zardari said 
on Friday.

 His assurances of support came during a meeting of the leaders of 
Pakistan, Iran, and Afghanistan in Islamabad. The talks are seen as 
Pakistan´s way of sending a message of defiance to the US.

 Meanwhile, Turkey has denied Israel the right to use intelligence 
from its NATO radar system. In the wake of a recent US-Israel joint 
missile test and the ongoing tensions between Ankara and Tel Aviv, 
Turkish FM Ahmet Davutoglu said on Friday that any intelligence 
gathered by the NATO facilities should not be shared with a third 
country, especially if the country is Israel.

 Relations between Pakistan and the US are at an all-time low, after 
a November US air strike on a Pakistani border post killed 24 troops 
who were mistaken for Taliban militants. It took the Pentagon a 
month to reluctantly admit their part of the blame for the deadly 
mistake and offer apologies.

 But even without military facilities on Pakistani soil, Washington 
and its allies already have more than enough military force 
accumulated in the region to unleash full-scale war on Iran.

 The West considers Iran´s controversial nuclear program - which 
Washington and others claim without evidence to be at least partly 
military - to be a threat to be dealt with by any means necessary. 
But so far neither extensive economic sanctions against the Islamic 
Republic nor the assassinations of top Iranian nuclear scientists 
has stopped Iran from working on developing nuclear power, which 
Tehran maintains is solely civilian.

 A military operation against Iran is considered by many to be the 
most likely outcome of Iran´s refusal to stop its nuclear research. 
UN Secretary-General Ban Ki-moon, however, has rejected the 
possibility of a military strike on Iranian nuclear sites as an 
alternative to diplomacy. "There is no alternative to a peaceful 
resolution on this issue," Ban said Friday.

 Israeli Defense Minister Ehud Barak believes that a "nuclear Iran 
will be more complicated to deal with, more dangerous and more 
costly in blood than if it is stopped today."

 "Whoever says 'later,' might find that it will be too late," Barak 
said.
 Earlier in February, US Defense Secretary Leon Panetta noted 
the"strong possibility" of an Israeli strike on Iran in either 
April, May or June, before Iran enters a so-called "immunity zone," 
when its nuclear facilities will be too heavily fortified for an 
attack to succeed, the Washington Post reported.

 The attack on Iran, however, would be like committing a suicide, 
said Iranian Ambassador to Russia Seyed Mahmoud-Reza Sajjadi last 
week.

 "The issue of a military attack from America on the Islamic 
Republic of Iran has been on the agenda for several years," said 
Sajjadi. "If it attacks, we have a list of counter actions."

 Despite such self-confidence, it is highly unlikely that Iran will 
initiate an attack unless provoked by the US or Israel, says US 
Defense Intelligence Agency Director Ronald Burgess.

 "Iran can close the Strait of Hormuz at least temporarily, and may 
launch missiles against United States forces and our allies in the 
region if it is attacked," Burgess said.

 Tehran has repeatedly threatened to block the Strait of Hormuz, 
which connects Gulf oil exporters with the Arabian Sea, if any sort 
of a military attack is carried out against the republic.

 Pakistani president pledges support for Iran against foreign 
aggression

      
 ISLAMABAD: Pakistani President Asif Ali Zardari pledged support for 
Iran if it is invaded by foreign forces, reported local media Geo on 
Friday.

 The privately-owned local Urdu TV channel quoted unidentified 
sources as saying that the Pakistani president made the pledge 
during his meeting with the visiting Iranian president who arrived 
here on Thursday for a two-day Pakistan, Afghanistan, Iran 
trilateral summit.

 The report said that the Pakistani president told Iranian President 
Mahmoud Ahmadinejad that Pakistan will not provide bases to the 
United States if it intends to attack Iran and it will support Iran 
against any foreign aggression.

 The report did not mention at what occasion the Pakistani president 
said this to the Iranian president.

 On Thursday, Zardari held an one-on-one meeting with Ahmadinejad at 
his president house during which, according to a brief report by the 
local state-owned news agency APP, the two presidents discussed 
bilateral political and economic cooperation and ways to strengthen 
ties.

 On Friday afternoon, at the conclusion of the trilateral summit, 
the three sides issued a statement saying the three countries will 
ensure respect for sovereignty, independence, unity and territorial 
integrity as enshrined in the U.N. Charter and will proceed on the 
basis of mutual interest, mutual respect, non-interference and non-
intervention in internal affairs.

 They also decided that the Fourth Trilateral Summit shall be held 
in Kabul by the end of 2012. The Pakistan, Iran, Afghanistan 
trilateral summit was first introduced in 2009 with the aim to 
strengthen the cooperation among the three countries in the fields 
of economy, energy, infrastructure, anti-narcotics and border 
management, etc.

 Report: US drones flying over Syria

 The United States is flying unmanned reconnaissance planes over 
Syria to monitor the regime's escalating crackdown on dissent, US 
defence officials told the NBC Television on Saturday.

 The drones are being used to gather evidence on the Syrian security 
forces' violence against pro-democracy protesters that can be used 
to "make a case for a widespread international response", the US-
based broadcaster quoted the unnamed officials as saying, DPA 
reported.

 There was no official comment from Syria on the report.

Syrian President and Chinese Deputy FM Discuss Situation in Syria

Damascus, Feb 18 (Prensa Latina) Syrian President Bashar al-Assad 
met with Chinese Deputy Foreign Minister Zhai Jun on Saturday to analyze
the crisis in this country and review the development of bilateral relations.

 During the meeting, Zhai Jun expressed Beijing's support to the process of reforms that is 
being carried out by the Syrian government, such as the legalization of parties, elections, 
and the creation of a new Constitution whose draft will shortly be taken to a national
referendum.

The Chinese deputy minister reiterated that his country will continue playing a positive and 
constructive role to seek a political solution to the crisis through a dialogue among all the 
sectors of the country without foreign interference, and even less an armed aggression.

Zhai Jun, who concludes his two-day visit to Damascus this Saturday, said that Beijing's 
position is based in a responsible policy deriving from objectivity, justice, and in accordance 
with international law. 

Such position is defended in the interest of the Syrian people and for restoring security and 
peace in this country as the key factor of the stability of the region, stressed the deputy vice 
minister.

For his part, President al-Assad appreciated the Chinese position, leadership, and people, 
and said what Syria is currently facing is led to divide the nation and damage its historical 
role in the region.
