List rescuing Serbia

Extremist organizations "LAPBM" and "NLA" are not in the State
Department's list of terrorist groups. When they reach the list,
they will lose support of western governments

It's not clear if the American Government qualified two Albanian
armed groups ("Liberation Army for Presevo, Bujanovac and
Medvedja" and "National Liberation Army") as terrorist
organizations. It caused confusion at the domestic political
scene. If the American administration qualified those
organizations as terrorist, Serb diplomatic efforts to solve the
problems in south Serbia would have more chances for
international recognition and approval.


Colin Powel is the first western official who used the word
"terrorists" for Albanian armed groups when talking with
Macedonian President Boris Trajkovski in Washington on 1st May.
Namely, Colin Powel said: "I use this opportunity to express
solidarity with Macedonia, American support to its territorial
integrity and our dedication to a democracy facing terrorist
acts and terrorist organizations, which are trying to interrupt
democratic processes in Macedonia." Colin Powel obviously had in
mind members of "NLA", the Albanian bandits acting at the
territory of Macedonia. During that meeting, Powel didn't
mention similar activities in the region. Namely, the US State
Secretary didn't mention members of the "LAPBM" in the same
context. 


Such comments on the Albanian actions in Macedonia provoked
confusion in news agencies. They even mentioned the State
Department's famous list of terrorist groups.


"Although American officials use the word "terrorism" for events
in Macedonia, international conventions and antiterrorism rules
won't be used against "NLA" and "LAPBM" until they are added to
the list of terrorist organizations. In February 1998, special
American representative for the Balkans Robert Gelbart
characterized "Kosovo Liberation Army" as a terrorist
organization. Afterwards, "KLA" got support and endangered the
entire region. "NLA" and "LAPBM" are mentioned in the State
Department's Annual Report on International Terrorism, but it is
just verbal condemnation," a report of the Democratic Party of
Serbia reads.
The State department really makes a list of terrorist groups on
the basis of its intelligence reports. The first part of the
list contains 29 groups, which perform terrorist activities
endangering interests of many countries. The second part of the
list reads groups that were active during previous year. 


A member of the American Embassy in Belgrade explained that
"LAPBM" and "NLA" are not in the list, because the list is made
retroactively. Members of listed groups can be forbidden to
enter the USA. When their financing sources are discovered, they
are blocked. Unofficial attitudes of the American Government are
even stricter. They imply destruction of such groups and helping
local governments.


Mentioning an Albanian armed group in this context might be
their first step toward the "black list". Edmund Hall, the State
Department's coordinator for antiterrorism said: "Groups of
ethnic Albanians have been performing arms attacks against
government forces in south Serbia and Macedonia since 1999. One
group is named "LAPBM" and another is "NLA". Some of their
members, who fought in Kosovo, use their war links to provide
arms from Kosovo and other regions. "LAPBM" captured civilians,
who were traveling through regions under its control. Both
organizations opened fire on inhabited places. Ethnic Albanians
performed a terrorist attack on a bus in Kosovo, on 16th
February, killing 11 and wounding 39 persons," Hall said.


The list of terrorist groups contains basic data about the
organizations: description of their work, all activities,
estimated strength, regions of activity, foreign support, etc.
There's also a list of "terrorist states" or "sponsors of
international terrorism". It contains Iran, Iraq, Syria, Libya,
Cuba, North Chorea and Sudan.


The latest actions of Albanian groups in Macedonia, resulting
with numerous victims in Macedonian police and army, would
contribute to their labeling as terrorists. Such a label would
stop the official support of western governments. Consequently,
Yugoslavia and its security structures might gain the favor,
which they lost during Milosevic's rule.
Albanian negotiators will show in Presevo if they are aware of
that fact. New conflicts in Macedonia indicate that the Albanian
groups will continue with their activities in order to create a
unique territory. Weapons will take them to the black list and
cause their disappearance.
