1. FINITE LE VACANZE. RIAPRE IL CIRCOLO AFRICA
***********************************************
Eccoci di nuovo! Finite le vacanze. Anche il circolo culturale Africa
riaprirà le porte a partire da venerdì 2 settembre. Come abbiamo detto in
occasione dell'ultima newsletter ci avviciniamo ad una stagione autunnale
che sarà molto intensa considerate le numerose iniziative culturali,
politiche e ricreative che stiamo promuovendo e progettando tra le quali
menzioniamo: l'assemblea dell'ONU dei giovani (se avete un'età entro i 25
anni e siete immigrati/e di seconda generazione e volete partecipare
inviateci un email...), i festeggiamenti per l'anno nuovo etiopico (l'11
settembre... come potrete vedere non c'è solo un 11 settembre...) e
l'iniziativa per ricordare Thomas Sankarà. Insomma, il mese di settembre si
preannuncia abbastanza denso!!

Here we are again! The vacations ended up. The Africa Cultural Club will
reopen the doors starting from Friday September 2. As we have said in
occasion of the last newsletter we are approaching to an autumnal season
that will be much intense considering the numerous cultural, political and
recreational initiatives that we are promoting and planning between which we
mention: the assembly of the UN of the young people (if you have an age
within the 25 years and you are immigrants of second generation and you want
to participate in send an email to us...), the party for Ethiopian new year
(the September 11... as you might see there is not only one September 11...)
and the initiative to remember Thomas Sankarà. All considered, September is
preannounced quite dense!!

2. ATTIVITÀ DEL CENTRO

Il Centro di Documentazione e Ricerca per la Cittadinanza Attiva è aperto il
Martedì e Giovedì dalle 10 alle 13.00 e dalle 15.00 alle 18.00. Se avete
libri da proporre così che noi possiamo acquistarli fatecelo sapere! Se
state facendo una tesi di laurea o ricerche sull'immigrazione, sull'economia
politica, o su temi riguardanti il terzo settore, etc. presso il nostro
Centro potete ottenere informazioni ad hoc previa prenotazione telefonica.

The Center of Documentation and Research for Active Citizenship is
opened Tuesday and Thursday from 10 to 13 and from 15 to 18.00. If you have
any books to propose so that we can buy them please let us know. If you are

3. RIFUGIATI CENTRO-AFRICANI IN CIAD
*************************************
4000 rifugiati centro africani sono arrivati nel sud del Ciad dall'inizio di
Agosto, fuggendo i gruppi armati accusati di violenza e di saccheggio nel
nord della Repubblica Centro Africana. La maggioranza di loro sono fuggiti
fuggito dopo gli attacchi nella città di Paoua, il 7 e il 9 di Agosto.
Non è la prima volta che molti centro-africani fuggono verso il Ciad. A
giugno e luglio, circa 10.000 avevano già lasciato la loro casa, per la
stessa ragione. E due anni fa, erano stati 30.000 a fuggire dopo il colpo di
stato che ha portato al potere il generale Francois Bozize. In conseguenza
di ciò, sono circa oggi 45.000 rifugiati centro-africani che vivono nel Sud
del Ciad vicino alla città di Gore.
Questa instabilità politica è chiaramente un risultato degli anni di
ribellioni, di colpi di stato e di guerre civile che hanno colpito la
Repubblica Centro Africana in questi ultimi dieci anni, ma anche del
coinvolgimento dell'esercito e delle milizie del Ciad negli affari interni
del paese. Tuttavia, i due eserciti lavorano insieme ora per eliminare
questi gruppi armati.
Pero la situazione nel Nord del paese è rimasta pericolosa e le
organizzazioni che provvedono agli aiuti non possono intervenire. Questo
crea un problema di più per la popolazione, dato che erano queste
organizzazioni a prendersi cura di essi. Si pone a questo punto anche la
domanda sulla capacità del Ciad di poter accogliere questi rifugiati, dato
che ci ne sono anche altri 200.000 sudanesi nell'Est del paese.

4000 Central-African refugees have fled the north of the country to seek
refuge in southern Chad since early august, fleeing from armed groups
accused of rape and of pillage. Most of these refugees crossed the border
after attacks in the Paoua region, on the 7th  and 9th of August.
It is the third massive exile to Chad, after 10.000 Central-Africans left
the country in June and July, as a result of military action against such
armed groups. In 2003, more than 30.000 fled, because of the military coup
d'etat that brought the General Francois Bozize into office. As a result,
around 45.000 Central-African refugees are living in southern Chad, near
Gore.
This instability is clearly a result of the years of rebellion, civil war
and coups d'etat that have rocked the Central African Republic for almost a
decade now, and also of the involvement of the Chadian army as well as
Chadian-based militias in the country's internal affairs. Both armies are
now working hand in hand to eliminate these armed groups.
The situation in the northern regions of CAR is still unsafe nonetheless,
and NGOs can no longer operate there because of security concerns. This
brings further difficulties to the local population, as they were providing
most of the basic care. Chad's ability to receive more refugees is also in
jeopardy, as it already hosts 200.000 Sudanese refugees in the East.

4. INCENDI A PARIGI
********************
Un altro incendio ha ucciso 7 persone (3 bambini) e ne ha ferite 14 ieri
(dei quale 5 vigili del fuoco), due giorni dopo quello che ha ucciso altre
17 persone, venerdì scorso. Un incendio analogo era anche successo quattro
mesi fa, facendo 24 vittime. Tutti gli incendi si sono svolti in edifici
dove abitavano africani, che aspettavano -a volta da parecchi anni- di
ricevere un altro alloggio dai servizi sociali della città di Parigi.
Questi incendi sono segnale dei problemi delle case a Parigi, ed anche dei
problemi per adeguare gli edifici alle norme di sicurezza attuali. Di
conseguenza, tante persone devono vivere in edifici vetusti, nei quali la
sicurezza non è, purtroppo, molto importante. Secondo il ministro francese
dell'impiego, della coesione sociale Jean Louis Borloo, sono 500 gli edifici
pericolosi a Parigi. Invece, secondo il sindaco Bertrand Delanoe, sono circa
1000. E secondo la fondazione del Abate Pierre, 3 milioni le persone che
vivono in condizioni precarie, fra le quali 1 milione non hanno accesso
all'acqua, ai servizi e al riscaldamento.
Gli ufficiali francesi hanno espresso la loro indignazione e loro collera, e
hanno promesso di cambiare la situazione, ma ci vorrà molto di più che
semplice parole per calmare gli Africani e gli migranti che hanno
manifestato domenica contro le condizioni abitative. Una riunione fra le
associazioni (che devono spesso "sostituirsi" ai servizi sociali della
città), i proprietari degli edifici sociali e l'amministrazione avrà luogo
nei prossimi giorni.

Yet another apartments block fire in Paris has killed seven (of which 3
children) and injured fourteen (of which five firemen), in a building where
a dozen of families from Ivory Coast were living. This is the second fire in
three days, the first one having killed 17 on Friday. A similar fire
occurred four months ago, killing 24. All of these fires have taken place in
buildings were African families were living, most of them waiting -sometimes
for years- to be reallocated by the social services.
These fires are a grueling reminder of the social lodging crisis in Paris
(and in France), as the city has been unable to upgrade its apartments
blocks. A large number of people end up living in overcrowded buildings,
where security norms are overlooked. Estimations of risky buildings in Paris
range from 500 (French minister of Employment, Social Cohesion and Lodging
Jean-Louis Borloo) to 1.000 (Paris mayor Bertrand Delanoe). According to the
Abbe Pierre Foundation (which helps the needy), three million people live in
unhealthy conditions in France, one million of them having no access to
water, toilets and heating.
Although all French officials have expressed sadness and anger at these
events, as well as  the will to improve the situation, it will take more
than strong words to ease the African and migrant communities, who took to
the street on Sunday to protest against their living conditions. A meeting
with local associations (who often have to "replace" the city's social
services), social building owners and local administrations to adress the
issue has been called upon in the next days.

5. FRANCIA E INGRESSO DELLA TURCHIA
*************************************
Ieri, il Presidente francese Jacques Chirac ha di nuovo chiesto alla Turchia
di essere più precisa sulla sua posizione verso Cipro. Venerdì scorso, aveva
già detto che l'atteggiamento della Turchia non era "quella che aspettiamo
da parte di un paese candidato all'Unione". In un'altra dichiarazione, il
Ministro degli Esteri, Philippe Douste-Blazy ha aggiunto che non si può
pensare che "un paese che vuol entrare in una comunità rifiuta di
riconoscere uno dei suoi membri".
Queste dichiarazioni vengono dopo che la Turchia ha interrotto
l'allargamento del suo accordo economico con l'Unione Europea ai dieci nuovi
membri, incluso Cipro. Pero ha aggiunto un documento spiegando che non
implica una riconoscenza della parte greca dell'isola, separata di quella
turca dal 1974, l'unica che Ankara riconosce.
L'Unione Europea stessa ha ricordato che le negoziazioni, che iniziano il 3
Ottobre, si faranno con tutti i membri, incluso Cipro. Pero il Presidente
della Commissione Manuel Jose Barroso ha anche detto che finora, nessun
paese ha chiesto di riportarle. Potrebbe succedere in Germania, se Angela
Merkel dovesse vincere le elezioni del 18 Settembre. Ha gia chiesto ai ai
membri conservatori europei di ragionare su una dimensione di  "partnership
privilegiata".

Yesterday, French President Jacques Chirac once again asked Turkey to "bring
clarifications" to its position on Cyprus. Last Friday, Mr Chirac had said
that Turkey's attitude "is not what we expect from an EU-candidate". And in
another declaration, French Foreign Minister Phillippe Douste-Blazy added
that it would be unthinkable "that a country asking to enter a community
refuses to recognize one of its members".
These comments come after Turkey signed the agreement enlarging its economic
union with the EU to its 10 new members, including Cyprus. But in an
attached document, it specified that such a signing did not imply the
recognition of the Greek-Cyprus republic, separated since 1974 from the
Turkish one, the only Ankara recognizes.
The European Union itself has reminded that the negotiations, set to start
on the 3rd of October, will be held with all actual members, including
Cyprus. However, Commission President Manuel Jose Barroso added that no
country thus far has asked for the talks to be postponed. Such could be the
case in Germany, if Angela Merkel were to win the elections on September
18th, as she has already asked conservative leaders in Europe to study the
possibilities of a "privileged partnership".

6. I BORGHI E LE PIAZZE DELL'ECONOMIA SOLIDALE
*************************************************
Si svolge a Petritoli (AP) il 3-4 Settembre ed è una mostra-mercato
affiancata da iniziative culturali e spettacoli. E' organizzata dal Tavolo
regionale dell'Economia solidale e dal Comune di Petritoli.
Gli stand espositivi riguardano i settori di agricoltura biologica,
commercio equo e solidale, bioedilizia, artigianato, energie alternative,
finanza etica, consumo critico, cooperazione sociale, cooperazione
internazionale, telefonia etica, associazionismo e volontariato.
Il programma culturale prevede, per Sabato 3 Sett. ore 16.00, il CONVEGNO
"VIVERE LA SOLIDARIETA'", con la partecipazione Edo Patriarca, Ettore
Masina, Bruno Freudiani e con 3 gruppi di lavoro sul tema.  Alle ore 21.30
lo spettacolo "Un mondo più vero e più bello" del gruppo "Fuoritempo".
Per Domenica olle ore 15.30 presentazione del libro "Le mani in pasta" di
Carlo Barbieri.  Alle ore 18.00 spettacolo "Cuori al centro".

3-4 of September is carried out in Petritoli (AP) and is one market and
exhibition placed side by side with cultural initiatives and shows. It is

by the regional Table for the fair Economy and from the city of Petritoli.
The stands will regard the fields of biological agriculture, fair trade,
handicraft, alternatives energies, ethics finance, critical consumption,
social cooperation, international cooperation, ethics telephony, third
sector and voluntary service. The cultural program previews, for Saturdays 3
September form 16,00, the debate "LIVING the Solidarity", with the
participation of Edo Patriarch, Ettore Masina, Tawny Freudiani and with 3
working groups on the topic. By 21,30 the show "A truer and more beautiful
world" of the group "Fuoritempo". For Sunday by 15,30 presentation of the
book "Le mani in pasta" of Carl Barbers. By 18,00 show "Cuori al centro".
