1. FESTIVAL DEL CINEMA AFRICANO AD ANCONA
******************************************
Continua il festival del cinema africano qui ad Ancona. Ieri abbiamo
inaugurato le proiezioni con il film di Jean-Michel Kibushi intitolato
"Prince Loseno". La serata di ieri dedicata ai cartoni animati africani è
poi proseguita con altri due cortometraggi rispettivamente "Il suonatore di
kora" di Cecile Kabon e "La geste de seguou" di Koulibal.
Il programma prevede le proiezioni dei film di Claude Haffner "D'une fleur
double et des quatre mille autres", "L'enfant endormi" di Jasmine Kassari
per la giornata di oggi e "District six- Time to return home" di Diana
Manfredi e "Le petit vendeuse de soleil" di Djibril Diop-Mambety per la
serata di domani.
Vi ricordiamo inoltre che analogamente a ieri anche per stasera e domani
sono previste le presenze dei registi che, oltre ad introdurre e discutere i
loro film, terranno un breve workshop alle ore 19. Proiezioni e workshop si
svolgeranno presso il Cinemazzurro in via Tagliamento 39 ad Ancona.

Il Centro di Documentazione e Ricerca per la Cittadinanza Attiva è aperto il
Martedì e Giovedì dalle 10 alle 13.00 e dalle 15.00 alle 18.00. È attivo il

3. NEWS FROM TURKEY

1. Anti-war groups stage protests across the globe
  A large number of anti-war groups, on the second anniversary of the
U.S.-led war in Iraq, staged protests throughout the world over the weekend.

  In Turkey, representatives from unions and several organizations rushed to
the streets and chanted anti-American slogans.
  In Istanbul, a group of 500 people consisting of nongovernmental
organizations including the Confederation of Public Sector Trade Unions
(KESK), the Confederation of Revolutionary Workers' Union (DÝSK), the
Turkish Union of Engineers' and Architects' Chambers (TMMOB) and the
Confederation of Turkish Labor Unions (Türk-Ýþ) held a protest
march.Protestors chanted slogans against the United States and the ruling
Justice and Development Party (AKP).
  Running a headline, Global Resistance,anti-war groups called for U.S.
withdrawal from the Middle East and for a global resistance against the
imperialist powers. 

2. Exchange of letters: Magic formula for Turkey, EU?
 Ankara and Brussels seem to agree on a formula that could ease both
parties' concerns regarding a protocol that Turkey has pledged to sign
before Oct 3, the date slated for the beginning of membership talks between
Turkey and the European Union, in order to expand its Association Agreement
to new members of the bloc, including Greek Cyprus.
  News reports have said yesterday that Brussels and Ankara have agreed that
parties would first carry out an exchange of letters that would be accepted
by the EU as a pre-statement that Ankara would sign the protocol. Ankara
will also release a separate declaration in which it will announce that
Greek Cyprus doesn't represent the entire island of Cyprus and that its
signature would not spell Turkey's recognition of the Greek Cypriot
administration.

1. Polish-German support for Ukraine

During their planned visit to Kiev on Monday, Polish foreign minister Adam
Rotfeld and his German opposite number Joschka Fischer are to present an
offer for mass training of Ukrainian local government officials and
proposals for increasing the number of scholarships for that country's
students at Polish and German institutions of higher learning.
An idea is also to be presented of establishing a European University on the
Polish-Ukrainian border. Poland and Germany are vitally interested in
progress of Ukraine's democratic and economic development, stated the two
heads of diplomacies during their Warsaw meeting at the beginning of March.
The visit to Kiev is to show clear support for the changes begun by the
Orange Revolution forces and their leader Victor Yushchenko. Poland has
played a key role in mediation efforts during the presidential crisis in
Ukraine and is a staunch advocate of its quick NATO and EU accession.

2. US House cuts back military aid for Poland

The US House of Representatives approved an $81.4 billion war spending bill
that would slash President George Bush's foreign aid request and add nearly
$2 billion more than he sought for defense.
The bill cuts $400 million that Bush had asked for to reward war allies
within the so-called Solidarity Fund. One fourth of the fund money was
supposed to be given to Poland - according to the promise president
Aleksander Kwasniewski brought back from his talks with GW Bush earlier this
year.
In a statement the White House asked the House to put it back, saying it
would help partners such as Poland and the Slovak Republic. The Polish
president how is currently paying a visit to Cyprus expressed his belief
that Poland will receive the military aid promised by the American
president.

3. 400.000 Poles work in other EU countries

According to the latest report of Polish Ministry of Economy and Labour over
400 thousand Poles worked in other EU countries in 2004.
Their number was the largest in Germany, the United Kingdom and Italy.
Majority of them does not intend to emigrate. Poles have free access to
labour market in the United Kingdom, Ireland and Sweden but France, Spain,
Portugal, Italy, Greece, Luxembourg and Finland may open their labour
markets before the end of the seven year transition period.
Spokesman of the ministry Janusz Grzyb claims that very few Poles are
interested in settling down in other EU countries which is caused by
insufficient knowledge of languages and local conditions, family relations
and fear of losing job they have in Poland. Most of Poles working abroad
leave Poland for 2 to 6 months only.

UNIVERSIADE TURKEY The world unites near the Aegean Sea!
10-21 August 2005
Izmir will host 23rd UNIVERSIADE Summer Games 2005 between 10th and 21st of
August 2005.
 
The word "UNIVERSIADE" comes from "university" and "Olympiad", and means
Olympic Games for students. UNIVERSIADE is an international sporting and
cultural festival which is staged every two years in a different city.  Last
one was held in Daegu (South Korea) in summer of 2003.

Izmir is calling you. Unite!
UNIVERSIADE is organised by FISU. FISU (International University Sports
Federation) was formed within university institutions in order to promote
sporting values and encourage sporting practice in harmony with, and
complementary to, the university spirit. To promote sporting values means
encouraging friendship, fraternity, fair-play, perseverance, integrity,
co-operation and application amongst students who will one day hold
responsible, and even key positions in politics, the economy, culture and
industry.In UNIVERSIADE; 8500 young athletes from 180 countries will come
together to show the belief in peace and understanding through challenge and
competition.  Sports again will be the key factor to establish new
friendships.

The Summer UNIVERSIADE consists of 10 compulsory sports and up to three
optional sports chosen by the host country. The ten compulsory sports are;
Athletics, Basketball, Fencing, Football, Gymnastics, Swimming, Diving,
Water Polo, Tennis and Volleyball. 23rd UNIVERSIADE 2005 Overall Sports
Programme consists of 14 sports including Athletics, Basketball, Volleyball,
Football, Water Polo, Fencing, Diving, Swimming, Tennis, Gymnastics,
Sailing, Wrestling, Taekwon-do, and Archery.

Training Course ,YOUTH Programme, Action 5: Standards for Success -
measuring the impact of human rights education youth projects
We are looking for partner organizations interested to join the training
course described below
 Place:              Gran Canaria, Spain
Dates:              11 - 19 October 2005
Organisers:      Association  Mnemosine - a youth NGO that aims to cover the
young people's needs in the south area of Gran Canaria. Its has around 40
members between 14 and 30 years old. The organisation works on all kind of
socio-cultural activities, specially those that promote youth participation
and youth associative life.  
 Aim and objectives of the training course:The main aim of the training
course is to create the platform for youth workers, youth leaders and
trainers working directly with young people in order to share experience and
practices of implementing human rights education youth projects and improve
the quality of those projects.
Participants of the training course should:
- be youth workers, youth leaders and trainers working directly with young
people, preferably with young people with fewer opportunities, be willing to
develop and implement human rights education youth projects in their
organisations, be ready to share and contribute to the learning process, be
accustomed with a non-formal working methodology, be able to work in a
multicultural environment,be able to work in English,participate in the
whole duration of the training course
 The general rules of the YOUTH Programme apply:       70% of the travel
expenses will be reimbursed,Board and lodging is provided by the organisers,
50 EUR of participation fee will be deducted from the travel expenses

6. CORSO AGGIORNAMENTO ONLINE SU IMMIGRAZIONE

Come vi abbiamo già annunciato nell'ultima newsletter il Circolo culturale
Africa sta organizzando un corso di aggiornamento sulle tematiche migratorie
da effettuare online. In questi giorni stiamo progressivamente costruendo i
differenti moduli. Come detto, il corso è rivolto a operatori sociali,
studenti e a tutti quelli intenzionati ad approfondire maggiormente le

7. ISMU: TRE MILIONI DI STRANIERI IN ITALIA
********************************************

In Italia vivono più di tre milioni di cittadini stranieri. Lo si legge nel
decimo rapporto sulle rapporto sulle migrazioni della fondazione Iniziative
e studi sulla multietnicità (Ismu), che comprende nel calcolo i minorenni
privi di un permesso di soggiorno individuale e gli irregolari.

Secondo l'Ismu, l'incremento annuo dei permessi di soggiorno in Italia è del
15%, con un passaggio dai circa 650mila della metà degli anni '90 ai quasi
2,2 milioni del 1 gennaio 2004.
''E a inizio 2005 - dice il rapporto - gli stranieri presenti sul territorio
italiano sono poco più di tre milioni".

Gli irregolari
"Tra le cause principali dell'incremento - spiega Vincenzo Cesareo,
segretario generale della fondazione Ismu - si possono ricordare le tre
regolarizzazioni, che hanno interessato più di un milione di immigrati, con
ben 650mila persone regolarizzate nel 2003". A metà anni '90 secondo l'Ismu
l'incidenza di irregolari "era nell'ordine del 45% del totale, mentre le
valutazioni correnti fanno ritenere che tale quota si sia largamente ridotta
a non più del 15%, per una stima attuale di 300mila irregolari".

I Paesi
Sono cambiati, poi, i Paesi di provenienza: le nazioni del Nord Africa e
dell'Asia centro-orientale e meridionale hanno lasciato il posto a quelle
dell'America Latina e dell'Europa dell'Est, con una maggioranza di rumeni e
ucraini. "Una sorta di effetto muro di Berlino posticipato", lo definisce
Cesareo. In dieci anni tra gli immigrati in Italia c'é stato anche un
riequilibrio in favore della componente femminile, grazie ai
ricongiungimenti familiari e alla sempre più diffusa ricerca di lavoro in
Europa da parte di donne straniere. Secondo l'Ismu "a breve e a lungo
termine ci potrebbero essere nuovi ricongiungimenti familiari, questa volta
al maschile". In forte aumento le coppie miste: sono circa 200mila e nei tre
quarti dei casi il componente straniero della coppia è la donna.

Imprenditori?
Dal 2001 al 2003, sul fronte del lavoro, si è registrato un aumento del 38%
nel numero di cittadini non comunitari titolari di ditte individuali. I
settori che hanno interessato maggiormente gli 'imprenditori' stranieri sono
quelli delle costruzioni, trasporti, magazzinaggio e comunicazione oltre
alle attività immobiliari e alla sanità. Ma quasi sempre dietro l'apertura
di una partita Iva si nasconde solo la volontà del datore di lavoro di non
avere legami con il prestatore d'opera, 'costretto' quindi a mettersi in
proprio.

Scuola
Secondo il rapporto sugli ultimi dieci anni di immigrazione in Italia, "la
scuola svolge sempre di più un ruolo cruciale nei confronti
dell'integrazione". Nell'anno scolastico 2003-2004 gli alunni stranieri
presenti in Italia erano poco più di 280mila, con un'incidenza sul totale
nazionale pari al 3,5%. Dieci anni prima erano 37mila, lo 0,4%. "Si tratta
di una crescita graduale: le cifre italiane - dicono i ricercatori dell'Ismu
- risultano essere ancora piuttosto ridotte se confrontate con quelle di
altri Paesi".

Immigrazione e criminalità
Il rapporto della fondazione Ismu, infine, dice che "le percentuali di
crimini commessi da immigrati non sono più elevate di quelle commesse dagli
italiani, malgrado la connessione tra immigrazione e crimine rimanga un
luogo comune diffuso". Dal 1994 al 2001 la quota percentuale dei detenuti
stranieri sul totale della popolazione carceraria è comunque aumentata di
quindici punti percentuali. Si è passati dagli 8mila stranieri detenuti su
un totale di circa 51 mila nel 1994 a oltre 16mila su un totale di 55 mila
nel 2001. Questo non vorrebbe dire che gli immigrati compiono più reati
degli italiani, solo che vengono puniti di più.

8. LA NIGERIA SI CELLULARIZZA

Secondo un rapporto della compagnia di telefonia mobile inglese Vodafone, la
crescita dell'uso dei cellulari in Africa è la più consistente al mondo. Il
rapporto basato sui dati del Centre for Economic Policy Research ha anche
studiato l'impatto economico e sociale nei Paesi africani causato dalla
diffusione dei cellulari. Il mercato della telefonia mobile nigeriano
raddoppia le sue dimensioni ogni anno. Il rapporto ovviamente non cela
tuttavia il fatto che il mercato africano dei telefoni mobili pesa solo per
un 6% di quello mondiale. Non avevamo dubbi!

9. AFRICA UNITE

The United States of Africa: A possibility we should fight for

Predictions of human history and an evaluation of major civilizations leads
us to the hope that Africa, like other leading civilizations coming down
from Egypt, Greece and the Great Roman Empire, has almost entered a paradigm
of its rise despite the many short comings, including poverty which has
rated it the poorest continent of the globe.
Thus, everything seems to be focused on Africa: The European Union's concern
for Africa, the American interests in seeing democracy in Africa, thousands
of the European tourists visiting Africa as well as the existence of major
European humanitarian organizations, and renowned international monetary
institutions.
This scenario which is likely and the very hope to be achieved is possible
if and only if the forces of African Union are focused on socio-economic and
political life into a unified entity. There is a need of a common currency,
common economic block and customs policy, monetary budget and social or
fiscal policies.
And, faced with a rapidly growing corruption, the gap between the rich and
the poor will widen in the absence of a strong and well structured African
Union. Investments from foreign investors and donor agencies will be
withdrawn if the AU does not act strongly against corruption.
Ethnic tensions and wars are common scenarios in our day which have
contributed to an overwhelming budgetary policy in most African countries.
With African Union in place however, like what is portrayed in the Darfur
genocide, an overwhelming individual member state's budgetary policies will
be minimized and their money will be diverted to social and economic
development.
At the same time, the entire continent will decrease their military spending
due to lack of threats. Africa is a continent that enjoys no threats but
only dictatorial regimes which thanks to super powers are being quelled.
If all the countries of Africa are united under a strong structured AU,
including the Arab north, the most probable outcome is a common goal and
effort that will ignite the theme of Africa 2020.
Again if African countries remain divided, the most probable outcome will be
a high degree of corruption; a destructive approach that has instilled a
culture of everyman-for himself in a continent which had once a culture of
everyman-for others. At the same time, a divided Africa will see Africans
adamant to fight poverty, diseases and ignorance, which today are basic
goals set by each AU member states.
Yet, Africa still has the potential and means to become the premier economic
power in our age. To do this, the continent needs to realize that
dictatorship, ethnic strife, corruption and other vices will never dictate
her vision of a better Africa by 2020 and beyond. To build a Great Africa
therefore, there is need for a political will, a view of the future and
institutions that sufficiently reflect the aspiration of its people. Africa
must imitate the Founding Fathers of Europe and American. This requires a
specific vision evaluating every action according to how they contribute to
this action. In accordance with this and setting its future, Africans must:
1) Establish and amalgamate regional economic block into one entity with a
common currency. Africa must create its own supreme courts and treasury.
With this, it should launch a long term plan say 40-50years within which to
meet its goals.
2) There is a need of a thorough integration of the Arab north into the A.U.
There seems to have been a sense of segregation between the north and south
especially when it comes to current economic blocks such as ECOWAS, East
African Community, and IGAD and so on. This kind of approach should be
reverted so as to incorporate the whole continent which will also help stop
religious wars akin to the one in Darfur. Islam and Christianity in Africa
should have a dialogue about any hostility against each other.
3) It will also require the provision of a common passport (African
passport) and opening up of regions to all without discrimination or visa
requirements.
In its last general meeting, Au mandated Ugandan President Yoweri Museveni
to discuss a possibility of United States of Africa. This is a sign that the
continent is not adamant about what I have mentioned above.
A restructured Africa would be indisputably the world's most developed
continent, for what is it that she does not have? The rich oil fields in the
southern Sudan, Nigeria and others that are yet to be discovered, the
world's rich mineral fields, like it is in DRC, a paradise of tourism sites
among other things are great signs of the Great Africa.

10. LA CIA RECLUTA AGENTI TRA GLI ESPATRIATI IRANIANI
******************************************************
La Cia sembra stia reclutando agenti segreti fra gli espatriati iraniani
negli Stati Uniti che per anni hanno fatto la spola fra i due Paesi. Allo
stesso tempo la sede locale dell'FBI a Los Angeles sta provando a utilizzare
come fonte di informazione alcuni iraniani residenti nella metropoli
californiana. Si tratti di fatti segnalati dal Los Angeles Times e ripresi
da www.aljazeera.com. Ovviamente gli US hanno intensificato le loro
operazioni di spionaggio sull'Iran visto che l'Amministrazione Bush sta
provando a raccogliere informazioni sui programmi nucleari del Paese.
Insomma: prosegue la strategia dell'annientamento dell'asse del male
rappresentato dall'Iraq, Iran e Corea del Nord?
